We are not in favor of ‘blanket amnesty’ on grave human rights violations: Prachanda

Kathmandu : Former Prime Minister and CPN (Maoist Center) Chairman Pushpa Kamal Dahal ‘Prachanda’ has said that he is not in favor of a ‘blanket amnesty.’

Speaking in the meeting of the House of Representatives on Wednesday, Prachanda said that no clemency will be given when it comes to grave human rights violations.

Prachanda boasted of breaking the illusion of the general public on issues whether the Commission for the Truth and Reconciliation and Enforced Disappeared Persons will be victims friendly.

“We held interactions at various levels in order to dismiss illusions whether this bill will be victims friendly. We continuously held interactions with the family members and representatives of the victims’ organizations, including national and international organizations. Concerns and queries were reflected during interactions whether this bill be in favor of the conflict victims or not. We rendered our efforts to make it as victims friendly as possible.”  

“Whether the TRC bill will align with the international norms and standards was a matter of concerns. At the beginning, it was also rumored that amnesty was being given in cases of serious human rights violations, too,” said Prachanda, “We were able to dismiss this rumor. We are not in favor of blanket amnesty. We made it clear that those involved in cases of serious human rights violations will be prosecuted. I am confident the international community also shares our commitment to this issue.”

He felt happy to say that the TRC bill has support from the international community.
