
KATHMANDU: The government led by Prime Minister Balen Shah has prepared a draft of a ‘national commitment’ document incorporating the manifestos, pledges and commitment papers of six national parties represented in Parliament.
The Office of the Prime Minister and Council of Ministers has invited feedback and suggestions from concerned political parties by April 23. The draft is based on commitments made by parties that secured national recognition in the elections held on March 5, 2026.
The document constitutes the third component of the government’s 100 point governance reform agenda announced on March 26 following the formation of the new administration. According to officials, the commitments will be integrated into policies, programmes and budgets for the fiscal year 2026/27 and beyond.
Implementation will be incorporated into annual plans of all ministries and agencies, with monitoring led by the Development Management Division under the Prime Minister’s Office.
Economic Reform and Growth Targets
The government has set an ambitious goal of achieving an average economic growth rate of 7 percent within five years by leveraging the country’s youth demographic dividend. It aims to raise per capita income to 3,000 US dollars and expand the national economy to 100 billion dollars.
The private sector has been identified as the primary driver of employment, production and investment. The draft also pledges to curb rent seeking practices, policy manipulation and cartelization to create a more business friendly environment.
Other measures include ensuring tax rate stability for 10 years, simplifying industrial registration through digital systems and promoting production oriented foreign direct investment. The government also plans to reduce the multidimensional poverty rate to 10 percent within five years.
Agriculture and Self Reliance
The document prioritizes agricultural reform, including revising trade agreements with India and improving customs procedures to support import substitution.
Key initiatives include farmer credit cards, crop insurance, concessional loans and a contribution-based pension scheme for farmers. The government also plans to expand irrigation coverage by 300,000 hectares and promote indigenous seeds, organic farming and high value crops.
Tourism and Aviation Development
The government aims to double tourist spending within five years and has proposed declaring 2027 as National Wellness Year.
Major religious and cultural destinations such as Pashupatinath Temple, Lumbini, Muktinath Temple and Janaki Temple will be further developed.
The draft also emphasizes full capacity operation of international airports and expansion of direct flights from major global cities.
Energy, Infrastructure and Jobs
The government has set a long term target of generating 30,000 megawatts of electricity within the next decade, focusing on major projects such as the Budhi Gandaki Hydropower Project and the Dudhkoshi Hydropower Project.
Energy trade with neighboring countries, including India and Bangladesh, will be expanded. The plan also includes creating 1.5 million jobs within five years, with emphasis on digital employment, remote work, and skills development.
Governance and Administrative Reform
The draft outlines measures to strengthen governance including asset investigations of public officials whistleblower protection laws, and legislation to address conflicts of interest.
The number of federal ministries will remain at 17 while the Prime Minister’s Office will be strengthened as a central monitoring hub. The government also plans to recruit 25 percent new personnel into public service and gradually eliminate paper based processes through digital systems.
Social Inclusion and Diaspora Engagement
The document emphasizes social justice including proportional representation of Dalits, women, Madhesis, indigenous communities and minorities in state structures. It also mentions a formal apology for historical injustices.
Additionally, the government plans to allow Non Resident Nepalis lifelong affiliation status and introduce diaspora bonds to attract investment in infrastructure.
Environment and Disaster Preparedness
The draft proposes strengthening the Chure Conservation Authority and enhancing Nepal’s global advocacy on climate justice.
It also prioritizes disaster risk reduction through early warning systems and digital technologies.
Although incorporating key elements from major party manifestos, the government has presented the draft as a “national consensus document,” stating it will directly shape upcoming policy programmes and national budgets.
