President Ram Chandra Paudel has authenticated the bill to amend the Nepal Citizenship Act, 2063. The bill, passed by both houses of the Federal Parliament, was presented for authentication and has now been approved as per the provisions of the Constitution, according to a statement issued by President’s Office spokesperson Pradeep Kumar Koirala.
This move is expected to resolve the long-standing citizenship issues affecting thousands of youths across the country.
Key Provisions of the Amendment:
Citizenship Through Mother’s Name: Eligible individuals can now acquire citizenship solely based on their mother’s name if the father’s identity is unknown.
Citizenship via Self-Declaration: Individuals can acquire citizenship by oath even if the father’s name is recorded but the father is absent or untraceable.
Citizenship for Children Born Abroad: Children born to Nepali mothers abroad can now obtain citizenship under clear legal provisions.
Child Identity Card: Minors below 16 years will be provided with a child identity card if either parent is a Nepali citizen.
Option to Omit Father’s Details: Applicants can choose not to include the father’s name and address in the citizenship certificate.
Citizenship for Children of Natural-Born Citizens: Children of citizens who acquired citizenship by birth will now be granted citizenship by descent.
Despite being passed earlier, the bill’s authentication was delayed, leaving thousands deprived of state services and opportunities. With the President’s authentication, the government is expected to expedite the citizenship distribution process.
